She led numerous highly successful national campaigns to enable U.S. firms to compete effectively for international projects, building coalitions of business, labor, state governments, and trade associations and spearheading legislative initiatives.
Houlihan's experience includes 15 years with Bechtel, one of the world's largest engineering-construction companies. Representing the Bechtel Group in Washington, DC, she was responsible for securing competitive financing from the U.S. government and international funding for major infrastructure projects throughout the world. Houlihan managed Bechtel's legislative programs and represented the firm on a wide range of issues ranging from international business and finance to energy, transportation, telecommunications, and the environment.
As a Washington expert on international business and export financing, Houlihan has appeared on television to discuss these issues, been quoted in leading publications, presented Congressional and Executive Branch testimony, chaired symposiums on international business in the U.S. and overseas, and served in leadership positions in international business and government organizations.
